I have reported and paid fees to the College allotted in first counseling. how do I proceed for second counseling? please reply.

Hey!
Refer to 14th point mentioned in the attached pdf. It says if acandidate wants to paticipate in round 2 and has been alloted a seat in round 1 then he/she has to join the college and then apply for round 2 with upgradation of seat. If his/her seat is not upgraded the he/she will be retained with the previous seat.
