I have scored 268 marks in upsee 2019 with Gen category can I get any good government college with cs branch?

Sorry to say that but your marks are not too much so that you can get good government college and to get cse department according to your marks in government college is very difficult.But may be you can get private college with fee waiver scheme.
In Fee waiver scheme you have to pay only tution fees.

In fee waiver scheme you have to pay only small amount of fees which is called tution fees which ias around 50-60 thousand rupees depending on college.
When UPSEE counselling starts you have to do choice filling in which you have to select fee waiver option.
That's it.
