I have scored 324 marks in Neet 2019 and a domicile of up can I get admission in MBBS in private college in up and in any other state

Although your marks are low when it comes to government college standard in U.P but still you have got a number of options of medical college who tends to give you a MBBS degree. And please remember it always matters where you study MBBS but more than that your dedication and talent matters.
