First of all, congratulations on getting such a good performance in GATE. Considering there were 7,81,854 candidates in GATE'18, let's assume there were around 7,85,000 applicants this year (because the chart hasn't released yet) and that would mean you have performed better than 7,83,360 candidates.
So yeah, you've done a really good job.
According to the formula,

Your percentile is 99.92 approx, which means you are ahead of 99.29 percent of people who appeared for the exam that year, which is a feat in and itself.
Now moving on...
Graduate Aptitude Test in Engineering is a national level postgraduate entrance exam conducted by the seven IITs- Delhi, Madras, Bombay, Kanpur, Roorkee, Kharagpur, Guwahati) and the Indian Institute of Science (IISc), Bangalore, to offer admission to various M.Tech programmes offered by IITs, NITs, Private, Public and International Universities.
This year, 2019, GATE was conducted by IIT Madras in computer-based mode on Feb 2, 3, 9 and 10, 2019. The result which was scheduled to be announced on March 16 got preponed unexpectedly and was announced a day earlier, that is today, March 15, by IIT-Madras.

In 2018, the minimum qualifying marks for Electrical Engineering is:
- General: 29.1
- OBC: 26.1
- SC/ST/PWD: 19.4
The number of candidates who had qualified the exam had been 1,29,149 (16%) out of total 9,34,461 registered candidates; this percentage of 16% includes general, OBC, SC, ST, or people with disabilities.
Now, let's take a look at GATE 2019's minimum qualifying marks:
- General: 39.6
- OBC: 35.6
- SC/ST/PWD: 26.4
Still, regardless to say, you've come far from a margin pass with 64.77. Congratulations on securing a good rank. You have cleared the exam with flying colors, and despite all the possibility of high cutoffs (anticipated because of high minimum eligibility scores), you'd still have colorful options at hand to choose from.

Alongside, the candidate must also have a minimum of 70% in their previous degree, and GPA 7.0 for all but SC/ST/PWD who had 1.0% relaxation, i.e 6.0. This is applied to all colleges.
Because of the high probability that cutoffs will increase this year, you would have reasonably good chances at only the following colleges:
- IISc, Bangalore
- IIT-Delhi
- IIT-Madras
- IIT-Bombay
Basically, you have the best IITs at your arsenal. You'd definitely get admission by the closing cutoff in the final round, hence, go for it! Regardless to say, you're also eligible to get admission in most NITs.
Note:
- For admission into IITs, apply through COAP (Common Offer Acceptance Portal)
- For admission into NITs/IIITs/CFTIs, apply through CCMT (Centralized Counseling for M.Tech)
Now it is up to you to decide where you want to apply, but IIT-B and IISc-B are better options for CSE branch, compared to the other IITs.
