i have scored 76 % in boards , and separately 69% in PCB and in each subject i have score above 60% .So can i apply for admission in BITS Pilani or BITS Hyderabad or BITS Goa???

You do not fulfill the eligibility criteria for BITS Pilani as you have not been able to score atleast 75 percent aggregate in PCB. This is a must to be eligible for admission in any of the campuses of BITS Pilani. You individually scored more than 60 percent in the subjects which was also needed. However both the conditions needed to be fulfilled.
Also, one who fulfills the above condition needs to appear for BITSAT exam which is the entrance test for the campuses of BITS Pilani. Try again harder.
