Your expected ranks shouldbe wihin range of 35000 to 37000.



Since cutoff at MIT WPu for Petroleum engineering closes by 22000 ranks, yiur chances are extremely low.

MITWPU is an private institute now. You just have to fill the application form, you can get admission there.
