Qualifying cut off for JEE MAINS 2018 for students in the OBC category was 45 Marks, while in 2017 it was 49 marks. So yes, if the trend follows, depending on the difficulty level of the question paper and how other applicants have performed, you will be on the safer side.
However qualifying an exam is totally different from getting into a government college. Your admission will be determined by your percentile, which in turn will be determined by the number of students equal or below you.
