Hello

For reserved categories (Scheduled Caste/Scheduled Tribe/Other Backward Classes) the minimum percentage required to be eligible for NEET is 40% in the 12th boards ence I think you are eligible for NEET. Since NEET exam is essential to be eligible for Physiotherapy course you are eligible to become a student of physiotherapy provided that you score very well in NEET exam.
