If you have score above theGGSIPU CET Cut Offin the exam will stand a good chance of being shortlisted for theIPU CET Counselling.
Generally  theIPU CET Cut Offis dependent on factors like the previous years cut off, a number of students attempting the exam, intake per branch in the university/institute, level of difficulty of the exam.
