I have secured 23 points in jkcet 2019 do i have chance in second round of counselling

Hello Zamar, you have pretty decent marks in JKCET and your boards percentage is also pretty good. This much of marks in NATA makes you eligible for most of the college out there. But as per my advice to you is that do keep some good private college as backup plan. Hope this helps!!
