I have secured 46612 in GMR and 3904 (SC) in WBJEE. What are my chances of getting CSE/IT in govt. Colleges and Pvt. Colleges ?

As per your rank and the previous year cutoffs and trends.
Unfortunately you have very minor chances of getting a seat in government colleges and especially the Computer Science and Information Technology branch.
But with your rank you can get into some very good private colleges , here are some for you :
