I have secured rank 3478 in pessat 2019.is their any chance to get a seat in ece branch in pes university in both the campuses?

As per the previous years cutoff you can expect electrical and electronics,mechanical,etc with this rank.
But Getting computer science with this rank is very tough pes university
But every year cutoff changes as the level of paper changes and many other factors change,so there is no certainty for this.
