NTA has released a press notification that you can select any State under State of Eligibility for All India Counselling. This is because no matter which State you hold the domicile of, you will be eligible for All India Counselling of all States except for Jammu and Kashmir and Ladakh because Jammu and Kashmir and Ladakh do not participate in All India Counselling.
