No, K-CET requires a candidate to have been in karnataka for atleast 7 years study to leading upto the examination year. They even ask for a domiciliary study certificate.
The conditions are as per the broucher: 1) The mother tongue should be Kannada/Tulu/Kodava 2) One of the parents should have been domiciled in Karnataka, and should have the study certificate to prove it.
