The fee reimbursement depends on the reservations, merit. Hence if you fall into the required status for reimbursement then you will be given if you secure a seat in counselling only. Otherwise it is highly difficult. The government provides the requirements  to the colleges to classify students to get reimbursement. And also there are economically backward certificates given which will help get reimbursement.
