Generally the admission in second year is not easy. There are certain guidelines for them and this depends upon the university. Mostly they ask for a very high CGPA, the college where you studied first year should allow for a transfer as should the other institute accept your candidature. For the actual procedure, you will have to approach the university to which they are affiliated.
