hey Ambika,
there is no such rule prohibiting you, but it can cause a problem, so be cautious and reach the Centre before time and consult with concern authority, so you can opt any alternative if they have some problem with it . even your tattoos will create problem in joining AFMC, if you are not belonging to those categories of tribes, for whom tattoos are allowed. your tattoo is present outside body , you may straight forward be rejected because it is deemed to be case of cheating.

It is not advisable to have permanent tattoos on body while giving examination
If minor tatoos are present which is hidden like-chest or in upper portion of hand than better you will be saved as these regions are not generally checked.
If tattoos are present outside body or which is in a noticeable portion , chances are that you may straight forward be rejected because it is deemed to be case of cheating!

According to rules of NEET exam
It is not advisable to have permanent tattoos on body but if anybody has tattoos on body.
To be honest , your tattoo will put you in trouble, only if the invigilator or the security check before NEET have objections with it.Better remove them.
Some case of relaxation is for Tribes of North East who have traditional tattoos,so they may be allowed to give exam.

If it is a permanent tattoo then nothing can be done and you will not have any problem. But if it is a temporary tattoo then you need to remove it before writing NEET exam. If tattoo is some fancy and can be used for unfair means then it will cause a big problem and you will not be able to give the NEET exam.
