I hope you are talking about NCHM Counselling here.

As per the counselling rules of NCHM 2018, since you wished to be admitted in a better college of your choice, you must have opt for upgradation of your choice by choosing 'Float' option which will allow you to participate in the second round and be considered for upgradation of college/course choice.

Now, if you are allotted a better seat, since you would have deposited the 40,000 in first counselling round, you will not be required to pay any amount AGAIN for it.
