By the virtue of being born in Maharashtra and holding its domicile, you can participate in Maharashtra State NEET counselling for their 85% State Quota. But because you have a West Bengal SC Caste Certificate, you need to check if the Community that you belong to also falls under SC list in Maharashtra. Now in Maharashtra, the 85% State Quota seats are categorised into 70% regional and 30% State quota seats. The 70% Constitutional seats include SC, ST, VJ/DT, NT-B, NT-C, NT-D and OBC.
