If you have domicile of Jammu and Kashmir, you can participate in All India Counselling if you submit a self declaration form. But if you havent submitted a self declaration form, you will be held ineligible for participating in All India Counselling. And you can still participate in State Counselling. So there is nothing to be worried about. But while filling your State details if you filled Delhi instead of Jammu and Kashmir, then you cannot attend Jammu and Kashmir State Counselling because your name will not be displayed in the State merit list of Jammu and Kashmir.
