I haven't cleared jee mains cut off but i got 89.2% in cbse class 12 board exams. Can i apply for REAP?? If yes, then which college i get??

Its the eligibility criteria of REAP that student should Qualified in JEE Main 2019 and 10+2. And also let suppose you apply for REAP then the JEE Main candidates will be given preference over the 10+2 qualified candidates so your candidature will be rejected instead.

But dont be upset you can try in some good private colleges as you have good 12th percentage. See the below link:
