I haven't payed the jossa counselling fee. now i didn't get any seat ac to my choic. so am i eligible for second round of josaa counselling?

Well, according to the JoSAA counseling rules, yes you are allowed to appear in the second round of JoSAA counseling.
According to the rules, candidate is allowed to appear till 7th round is not come only when fees is paid when he/she gets a seat or till he/she didn't get a seat!

Hope you are doing well. First of all let me clear you that there is no fees for JoSAA counselling. If you did not get any seat of your choice, that means you had entered only few options and cutoff for all the college you had selected is less than your rank. You are eligible for second round of seat allotment and also you can participate till last round of seat allotment, if you are not provided with any of the colleges in previous rounds. I hope you got the point after reading this answer.

so will i have to go for document verification as per after round 1?

After getting a seat, you need to go for admissions and there itself the document will be verified. It maybe any round, not necessarily first round
