According to the eligibility criteria, the candidate is eligible to appear in exam only if they hold a bachelor's degree in law from a recognised university. Having a backlog means that you still haven't graduated. So you aren't eligible.
If you clear your backlog and get your final result before the deadline of submitting it, then you may be eligible. The application process for 2020 will start soon and you will have to give your academic details during the same.
