I hve scored 88 percentile in jee main 2019 jan (sc catagory) and i hve Delhi state quota. Can i get admission in dtu/nsitd/iiitd in ME/EE??

As per your percentile I.e.,88 yes, u can get admission in dtu/nsitd/iiitd in ME/EE.hence ur a SC category, u can easily get into it.

Since you have the quota of being a Delhi resident also you fall in SC category, you can get some rank range benefits. But your rank is high enough to look for any of the above-mentioned colleges by you.
Last years lowest rank required by any SC Delhiites to get admission in IIITD and DTU was a bit more than 2.5 lakhs.
And for NSIT it was about 3.9 lakhs.
So, congratulations you can get almost all the branches in the above colleges except CS in NSIT.
