I just want to know how to tackle the CAT section cutoff in first attempt to get a call from IIM and top other bschool like IIFT,NMAT etc
Sectional cutoffs are very critical and requires lot of practice on weak areas where you see your scores are low and maximum time istaken to solve.
You can refer to sectional weightage for each chapter such that you can prepare with strategy and eliminate your weak zones.
Solve LR with many puzzles, Sudokus, riddles to gain speed and smart thinking, for Verbal Ability take up flash cards and book by Norman lewis for word power,
For quants simply practice as much as you can and always read daily newspapers to gain good reading and listening skills.
The below link gives fair idea of all sectional cutoffs .

To get a high percentile your basics needs to be very very strong so that you can tackle the speed with accuracy part in CAT exam efficiently. If you are giving all those exams this year than as very less time is left for CAT exam so quickly brush up with your basics and give up lots of online mock test and analyse their solutions which will help you in overcoming your mistakes and come up with a strategy to attempt your paper which will definitely help you in improving your marks and percentile.
A good percentile will increase your probability of getting a call from top MBA colleges.
All the best for your preparations and exams!!
