Yes, if you are regular with your classes and you are well attentive in class lectures a daily two hours reading for the course would help you secure good marks in you University of Delhi's semester examination.
You can assign specific hours in your timetable to UPSC books too and your course related readings too.
To start preparing for UPSC begin woth basic books like NCERTs and as you have much time start it from sixth standard books till twelfth standard. Keep revising them alonwith your own course readings. If you want to put more efforts do make notes of the NCERTs after three readings so that you have a deeper understanding of the subjects.

The technical courses will always be time consuming as these courses are more of a practical course and lead to placements right after.
B.Sc on the other hand will be a little lesser time consuming and so students can prepare for other competitive exams,
students entirely focused on UPSC usually take up B.A. for the very same reason

If yu are planning to pursue the course then you should go ahead but time allocation is neccessary for both as this is not an easy course that you can study one night before and clear the next day
