You must be talking about your certificates submitted to your diploma college by the time of admission. YES, of course you can get your certificates back from the college which you had discontinued in your first semester. Because, no authority can hold your certificates, if you are not studying in the college. You need to take a copy of Transfer certificate and produce it in front of the authorities, and they will provide you with your certificates.
