I live in delhi and have done my 12 and 10 from delhi but my father is from Uttar Pradesh and owns property there. Can I have domicile for both states.

Hello.,
First of all you cannot have two domicile certificate it is considered to be illegal. As domicile certificate needs your residence and land proof. I think you will have domicile of your father's native state i.e., UP and you can apply state counselling for that state. You can apply for AIQ counselling too.
But you cannot have two domicile certificates as domicile certificate includes
Proof residence
Birth and school certificate
Driving license
Land papers., Aadhar card etc.,
