You can apply for neet while you can register for the duplicate of your marksheet from whichever board you have passed your ssc. Different boards have different websites. You can also write a request letter to your respective school requesting a duplicate marksheet as most schools have them.

Alternatively you can access your result from https://digilocker.gov.in/# if you are from cbse board.
