I m a below average student I scored 70% in 10 and in 11 my study's were not that good and I m thinking to give jee exam so that I can have a gov. college right now I m in 12th and I wanted to know how to start preparing for jee and what other exams r there which can help me to get a gov.college .

It doesn't matter if you are an average student but what matters is your effort which should not ve average. You cannot do anything about what past but you should focus on present foe the sake of future.Nobody is average or extraordinary but the determined efforts and hardwork of an average student makes him/her an extraordinary student.
JEE is indeed one of the toughest exam in india but goos preparation in a right direction will help you tp crack this exam.You should be disciplined and determined and make thus you goal to crack jee.
Make a good time table and divide time accordingly for every subject.
Just spend few months in covering the concepts that you left in class 11.Go through the syllabus and revise it once.
Then complete to class 12.Refer NCERTs first and complete them and then move to standard books like HC Verma and DC Pandey for Physics.
For chemistry, NCERT is very important so complete it by heart and then move to P Bahadur,RC Mukherjee and OP Tondon.
For Mathematics, RS Agarwal and RD Sharma along with solve questions from TMH publications book.
Remember you don't need to do anything different to get good score in JEE, just keep it simple with completing these books.Kist give your 100 percent everyday and cut all the distractions like social media and outings.

No worries. There is no percentage critieria for JEE mains. You can prepare from now. You have enough time for JEE mains 2021.
Follow NCERT for maths, physics and chemistry. For reference you can use RD sharma, HC verma for Physics, OP Tandon for chemistry and RD sharma for maths.
if you give your best in performance you can do well. no matter what the previous results were it doesn't matter.
On the part of getting in a government college, If you get a rank below 2-3 lakhs you can get into the college. if you have any reservation category then that would be very helpful.
You can apply apply for your state engineering entrance exam. syllabus is mostly same.
