When you sign a self declaration form, you are stating that you are not eligible for appearing for Counselling in Jammu and Kashmir and Ladakh and hence you are not eligible to see admission in MBBS, BDS, Ayush courses of Jammu and Kashmir and Ladakh. You are also mentioning that you do not hold the domicile of both Jammu and Kashmir and Ladakh. So if you hold the domicile of Jammy, you cannot participate in All India Counselling because, All India Counselling for Jammu and Kashmir and Ladakh is only for those Candidates who have do not hold the State's domicile.

If you have filled self declaration form form in jammu. you will be not eligible for the state-quota seats in j&k, no matter you have a domicile certificate. But you can participate in 15% of all india quota seats. All the instructions will be provided on the site when counselling will be started. You only need to fill the form.

One thing is that you can't participate in state counselling of J&K, you are only eligible for AIQ
