Hello student student as per eligibility criteria yes you're eligible to appear in gate for ongc as minimum pass percentage should be more than 60 percent which you mentioned you have.

And after that you need to convince the examiner's in personal interview about your gap years. Because there's nothing specially mentioned about that in ongc requirements. If the examiner convinced with your genuine reason for gap years then there's no problem you can get the job on the basis of marks you obtained in gate exam and personal interview.
