I m scoring 31 marks in gate civil engineering 2019 (prediction) in obc category, can I get in any nit??

Hii Navya,

According to the standard cut-off you will qualify in the GATE exam.But you need to score more to get into Good IIT's and NIT's.As your score is not good enough you may not get any good NIT.If luck favours you may get any of the NIT.

If you want to do yours masters degree in Good IIT or NIT .you need to give another attempt.
