Yeah! Its true, that the results of SSC CGL are delayed and the recruitment isn't that smooth as compared to that of the UPSC CSE. Now see if you have strong Mathematics and English then SSC is a good choice for you. If your GS is weak because you can't remember or retain fact, then if you go for the UPSC then you need to work hard to master the skill of retaining facts by rigorous practice. Now the UPSC preparation is time consuming, so you need to target atleast 2 years of preparation to get all the things done upto a level required for the examination. So as a result, both examination have merits and demerits of there own and you can't change only for the merit of the recruitment time.
I would recommend you to go for UPSC CSE preparation if and only if you are interested in the service and you are up to read the Subjects such as Polity, History, geography, etc. So you need to first clear your interest and then choose any of it. That will be much fruitful compared to that of just changing it due to the recruitment time.

Look, Most of the Govt exams takes time to continue and finish their recruitment process due to huge applicants .For SSC CGL or UPSC , it takes minimum 1.5 -2 years time to complete the whole process. But, if you are determined to prepare for a specific Govt exam . Then you need to be consistent towards your studies. Either the exam could be UPSC or SSC CGL . Your determination will decide your future in these fields .
