I m the student from j and k and i have submitted self declaration and now i m not eligible for state seats for MBBS/BDS.Can i change at the te of correction to get eligible for state seats... please guide me

Availability of correction window is vary upon portal to portal. In some application form they don't allow to edit and change the details once submitted successfully.
You can try contacting the concerned authority to resolve your issue. The concerned authority will take necessary actions to resolve your issue.
