This time the deadline of neet was already extended to 6 th of Jan for the may examinations. Currently the talk is going on if n, from 2020 neet could be held twice a year like jee mains. In such a situation you may get an opportunity in the Jan or Feb of 2021. In this case the forms would be available probably in the month of October -  November. But this situation is still in talk and predictions can only be made, the official notification is yet not released. Apart from this you can participate in 2021 may neet. If you  have your three attempts left and your age is more than 17 as on 31 Dec 2019 and less than 23
