If you see the current scenario there is hardly any medical college which is semi-government.

In terms of effectiveness, there is no such criteria that govt. college are good or you have low risk chances(in terms of faculty power).

there is one government aided college in Maharastra -

Mahatma Gandhi inst. Of medical sciences,Sevagram. It is  first  rural  College in India .

This college is aided by both  Central and state government of Maharashtra .

50% aid by central governmen, 25% by state governmen and rest 25% by Kasturba  Health Society .
