Make sure that you are using desktop or laptop with Google Chrome version 50 and above or Internet Explorer version 11 or Mozilla Firefox version 50 and above or to fill in the Application Form. If you are browser is outdated then it will not perform certain functions or display the pages properly. After filling the personal details you need to upload the documents and choose the channel you are applying for and make sure that you tick the check box and preview the form and click agree. ISER conducts their own admission procedure to determine the eligibility of students. They provide admission through three ways that are :-

1. SCB Channel
2. KVPY Channel
3. JEE-Advance Channel

Coming to your question, If you have successfully filled the whole application form than your payment option should be enabled but if it is not than don't worry because there might be some technical issue. Note that after filling your personal information you should upload the required documents also than only you will be able to make payment.
