I obtained 930 rank in kcet and 16910 rank in JE mains. whether it is advisable to study CSE at PES or any NIT

I am guessing your home state to be Karnataka as it's not mentioned here. If you really want to pursue cse, then getting nit/IIIT/gfits could be a bit difficult with your jee Mains rank. It could fetch you other branches for sure but cse in nit surathkal won't be possible. Hence you can go for PES University as the last year cutoff for cse was around 1000 and you can expect a seat in the cse department at PES.
You can the cutoffs for nit/IIIT/gfits for yourself
It's completely your call on which college to chose as both are amazing colleges and you have a great rank too.
