I opted for Commerce with IP in Class 12 and took Maths as an additional subject. I want to ask can I apply for Hons. courses in Delhi University like Bcom(hons) or Eco(hons.)? Also can I apply for BMS?

Yes, you are eligible to apply for honors or bms in delhi university.
It is compulsory to have studied maths as a subject in 12th class, as long as you've studied it till class 12th and got an aggregate of more than 60%, i think you're good to go.
