I opted for fisheries in ICAR counselling.My rank is 22000 in gen.in OBC my rank is 11000.I opted for Tamil Nadu fisheries college.

You mentioned that your ICAT general rank is 22000. You have an advantage of OBC category.
According to me, you have a decent chance to get a fishery college in Tamilnadu.
