As per your question, you will be eligible to give examination if your pwd certificate is not been renewed. If in case ,in the examination hall, someone asks for your reservation certificate then you can show your previous non renewed pwd certificate as a proof and mention your reason why you didn't able to renew this certificate, that's it! Then afterwards you can go for renewal  process as it is necessary for you in case of your cutoffs and college registration.
