It depends upon the management of that respective college in which you paid your 10k fee , if that fee is for counselling then they won't return you because counselling fee is non refundable and if you paid for any other reason then in such case they might return you back, in such cases you should directly meet with the director of that particular college if you think that management is not giving you a proper response.
