As far as you question is concerned if you have paid the money and the amount has been deducted from your account but the payment failed then the money will be automatically be credit back to your account number

As the deadline is close so why to take risk. You should resubmit the application fees so that your form may get submitted on time. Your debited money will be transferred to your bank account soon.
