You can appear for Neet examination in your class 12th appearing year and onwards as well as many times as you want provided you fulfill rest of the eligibility criteria.
So, with 2024 as 12th appearing year you are eligible for neet 2024 and onwards but from from your previous question I know that you won't be able to complete 17 years of age by 31st December 2024 and thus you are not eligible for neet 2024

Here's the eligibility criteria for NEET :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination from any recognised board with physics, chemistry ,biology/biotechnology and English as core subject.
†††Important Note :- Students with Biology as an additional subject are also provisionally eligible for neet until Supreme Court gives its judgement over it.

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category

at least 40% in aggregate of PCB if belongs to st/Obc/ Sc

at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .

Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.

With reference to your above mentioned query, i would like to tell you that since you have mentioned that you will pass out from calss 12th in 2024, then you can apply for NEET examination from 2024 onwards. The basic age eligibility criteria for NEET exam is 17 years. So you can apply for NEET exam after passing out from class 12.
Further, the eligibility criteria for NEET examination is given as follows :

Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.

Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.

NEET eligibility marks -
he class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects

Maximum Number of Attempts for NEET - There are no restrictions on the maximum NEET attempt limit.
