Yes absolutely you can apply for IAS exam.
The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on August 1 of the year of examination. Prescribed age limits vary with respect to caste reservations. For Other Backward Castes (OBC) the upper age limit is 35 years.
Prerequisites / eligibility criteria:Must be a graduate, and an Indian citizen.

See, the only eligibility to appear for IAS is graduation, there isn't even an aggregate set. You need to be minimum 21 to appear for this exam. Now, the rest of choice depends on you, the route you wish to take in terms of your preferences and all to complete your graduation.
