The criteria for JEE mains is for joining in any NITs, IITs and IIITs you should score a minimum of 75% in 12th board if you're a part of CBSE and ISC board. If you're a part of state board, you must come within the top 20 percentile of your particular board. If you satisfy these criteria than you can join any engineering college in India. Now, considering 58 percent and state board there's some chance for you to be eligible here, depending on the state you belong to. You can check 20 percentile cutoff through JOSAA website.
Now as you have said, you scored 58% in your 12th board. So, you can most probably join engineering colleges controlled by state boards. That means all colleges other than NITs, IITs and IIITs.
