I passed 12 in 2017. I was appear in jee main 2017 & 2018 both but no it didn't clear can I gave. Jee main in 2019 for JAMIA MILLIA ISLAMIA

Yes you can give jee main 2019.You can give three attempts of jee main.As you have already attempted twice, this is your last attempt.
