I passed 12th in 2017 and took admission in bsc but couldn't exam after that again I admission in Bcom but failed, can I apply du this year

Yes, you can.
But for the same, you will have to apply for withdrawal of admission from the concerned college.
Write to your principal, who will then redirect you to the Vice Chancellor of the University.
However, for readmission, your initial class 12 marks will be considered, and not any other exam or college semester marks.
