I passed 12th in 2019 with 70%, I attempted jee mains January. Then I passed 12th in 2020 with 75%, I appeared in JEE mains Jan & Sept (2020). Is I'm eligible for JEE ( Mains & Advance) 2021 both.

however jee main exam can be attempted three times starting from the year of passing 12th exam. so you are eligible to appear in jee main exam on 2021.
but jee advance can be attempted consecutively two times starting from the year of hs passing . since you have passed hs on 2019, you may appear in jee advance exam for 2019, 2020. so you are not eligible to appear in jee advance 2021.
